Problems with Galt Climate Action Plan

On September 30, 2019, the Environmental Council of Sacramento, 350 Sacramento and the Sierra Club submitted a letter compiling comments on the Climate Action Plan proposed by the City of Galt.

Below are some excerpts from the letter.

Local climate action is important because the largest sources of greenhouse gas emissions (GHG), in the City of Galt as well as statewide, are building energy [use] and on-road vehicle travel.
Both are best and most directly controlled locally, by adopting energy-efficient building codes and requiring efficient development that reduces the need for auto “vehicle miles traveled” (VMT).

There is no longer any rational doubt that climate change is adversely affecting the livability of our planet now; that physical environmental effects will grow increasingly serious in coming decades; and that without major, timely GHG-reductions, they will cause grave public health impacts and severe economic and social disruptions in the lifetimes of children alive today.
We appreciate the difficulties transitioning from the long-accustomed land use and building models that have contributed to climate change to sustainable ones, and doing it quickly. But the exigencies of climate change, as reflected in State law, require broad and decisive change in how we use and think about energy. The required adjustments will bring many co-benefits, and we no longer have the luxury of delayed or token efforts.
Our organizations are committed to working with Galt in every productive way we can. We look forward to ongoing engagement in the City’s administrative process and may provide specific suggestions in future comments

Collaboration and persistence bring South Sacramento Habitat Conservation Plan to life

Multiple agencies and stakeholders from the Sacramento area gathered recently at the Sacramento County Administration building to acknowledge and celebrate the formal adoption of the South Sacramento Habitat Conservation Plan (SSCHP).
The project has been twenty years in the making, and is a first-of-its-kind project. But what exactly is it? The SSHCP is a 50-year plan under the federal Endangered Species Act that balances the conservation of important species with planned development in a 317,655-acre area within Sacramento County.
While hundreds of habitat conservation plans exist in California, this is the first in the nation to include Clean Water Act permits issued by the U.S. Army Corps of Engineers in addition to the Endangered Species Act permits that are issued by the U.S. Fish and Wildlife Service.

“This is a real groundbreaking permitting strategy with the Corps of Engineers that’s never been done anywhere in the country,” said Norris. “This is the first!”
The Habitat Conservation Plan area includes wetlands, natural grasslands with vernal pools and oak savannas, and covers 28 species, most of which are wetland dependent, including vernal pool fairy shrimp, California tiger salamander, giant garter snake and Swainson’s hawk, among others.

“One of the biggest difficulties in getting one of these plans done is that it’s an absolute marathon. It’s not a sprint,” said Sean Wirth, co-chairperson for Habitat 2020 with the Environmental Council of Sacramento. “It took 24 years to get the South Sacramento HCP from idea to completion.”
“When we’re done, we’re going to have a preserve network that works …That’ll last in perpetuity,” said Wirth.

North Natomas’ Panhandle Annexation Update, Jul 22, 2019, Sacramento City Express

Despite numerous concerns raised by ECOS and other organizations for over a decade, the panhandle of North Natomas has been approved for the construction of houses, schools, parks, etc. Among these concerns are flooding hazards, negative impacts on wildlife habitat, an increase in air pollution, and various other issues. This article by Sacramento City Express also fails to address the environmental and agricultural concerns related to this plan.

Never mind those earthquakes: Atmospheric rivers could put Sacramento 30 feet under water

The biggest freshwater rivers on Earth don’t flow along the planet’s surface.

Instead, they surge and whip through the atmosphere thousands of feet above our heads, carrying 2½ times the amount of water that gushes through the Amazon River at any given time.

They’re called atmospheric rivers, or, more aptly, rivers in the sky.

These rivers are capable of burying Sacramento under 30 feet of water.

A research team led by Sasha Gershunov at Scripps Institution of Oceanography at UC San Diego published a new study on atmospheric rivers in Nature Scientific Reports this week that places atmospheric rivers under scrutiny as the driving cause behind California’s increasingly extreme, infrequent bouts of precipitation.

Gershunov’s team used 16 global climate models to analyze the expanding role of atmospheric rivers as contributors to precipitation in California. The results show that atmospheric rivers are getting stronger and wetter, and catastrophic events like the Great Flood of 1862 could happen again.

Your input wanted: Coordinated Transportation Planning Outreach

The Sacramento Area Council of Governments (SACOG) recognizes an increasing need to plan for and address the mobility needs of the growing regional population. While there is currently a range of transportation services available to people with lower incomes, seniors and persons with disabilities in the Region, gaps in service remain due to geography, limitations in fixed-route and demand-responsive services, program/funding constraints, eligibility limitations, knowledge and training. The SACOG Public Transit and Human Services Transportation Coordinated Plan is intended to show how human service agencies work together with transportation providers to address the transportation needs of people with disabilities, seniors, and people with limited incomes. The SACOG Coordinated Plan is meant to broaden the dialogue and support further collaboration between human service agencies and transportation providers to link people with the transportation services that they need.

The SACOG Coordinated Plan Update – February 16, 2017 is required under Fixing America’s Surface Transportation Act (FAST Act) of December 2015. The SACOG Public Transit and Human Services Transportation Coordinated Plan is available here or can be requested by calling 916-321-9000.

Resolution Approving SACOG Coordinated Plan

SACOG is currently conducting outreach to obtain input on the coordination of public transit and human service transportation service and identify any needs gaps and potential solutions in the six county region. This input will be used to inform the upcoming update to the current SACOG Public Transit and Human Services Transportation Coordinated Plan – see link above.

The Elk Grove Climate Action Plan is Inadequate

350 Sacramento, the Environmental Council of Sacramento, and the Sierra Club Mother Lode Chapter are grass-roots groups concerned with minimizing, adapting to, and reversing the effects of climate change. We are concerned that the proposed Elk Grove Climate Action Plan does not meet mandated requirements for a qualified Climate Action Plan, and does not adequately respond to the actual threat climate change poses the City.
