In an effort to improve safety for pedestrians and bicyclists accessing transit, the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) have released a new guide, which includes a variety of approaches to address common safety issues that are likely to arise near transit stations, bus stops and other places where transit (bus or rail) is operated.
The new guide, Improving Safety for Pedestrians and Bicyclists Accessing Transit, provides agencies with a thorough look at pedestrian and bicyclist safety considerations in accessing and using transit. The guide can help transit agencies, state and local roadway owners, and regional organizations by providing a comprehensive understanding of how to address pedestrian and bicyclist safety concerns related to accessing transit.

The Community Development Department is pleased to announce the release of the preliminary public review draft of the Climate Action Plan (CAP) on July 1, 2022.
This document will be circulated for a 30-day period, several months ahead of the release of the full Draft Climate Action and Adaptation Plan, Draft 2040 General Plan and Draft Master Environmental Impact Report this fall, which will be circulated for 45 days. This approach will allow the community to have advanced review and provide comments on the draft measures to reduce the City’s greenhouse gas emissions. The document is posted on the project webpage and can be found directly here.
Following release of the preliminary public review draft Climate Action Plan, the Sacramento City Council will hold a workshop to discuss additional potential actions that can be taken to achieve carbon neutrality in advance of the CAP’s target date of 2045. This City Council workshop is scheduled for August 16, 2022.

California Air Resources Board (CARB) staff released a draft report and associated data dashboard on implementation of California’s Sustainable Communities and Climate Protection Act (Senate Bill 375) for public review and comment on June 7, 2022.
The public comment period on the draft report and associated data dashboard has been extended and staff will now be accepting comments through July 14, 2022.

On April 21, 2022, ECOS submitted a letter to the California State Lands Commission regarding the American River Bridge Deck Replacement Project. Below is an excerpt of our letter.
ECOS requests you pull this item from your consent calendar to enable a full discussion of this item. ECOS further requests that the Commission deny Caltrans’ application for a public agency permit and approval of a right-of-way map for the American River Bridge Deck Replacement Project.
In 2021, ECOS filed a lawsuit against Caltrans for this Project, asserting that their Mitigated Negative Declaration is inappropriate, for reasons cited below. Our subsequent settlement negotiation for this Project has not led to a resolution.
