Hurley Way Revitalization Project:
A Model Neighborhood Planning Effort

The Hurley Way Revitalization Project is an exciting example of neighborhood-based planning.

Hurley Way, a 2.1 mile stretch of road in the Arden Arcade community, displays numerous examples of years of flagging investment: narrow, incomplete sidewalks and bike lanes; traffic lanes as wide as those on a freeway that encourage reckless driving and endanger the thousands of kids who attend schools in the area, seniors living at the Eskaton complex, and people with disabilities using the Easter Seals facility on Hurley; an absence of trees or other landscaping; inadequate lighting, signage, crosswalks, drainage and transit services; commercial and residential zones isolated from each other; and many vacant lots.

ECOS hosted a series of workshops and focus groups, bringing together local residents, planners, small business owners, law enforcement and fire department officials, high school students and many others to create a vision for their community. More than 300 people developed the values and priority investments they want to see in a revitalized Hurley Way.

The draft plan for revitalizing Hurley Way includes: slower traffic speeds; connected and improved sidewalks and bike lanes; improved crosswalks and intersections; enhanced transit, drainage, lighting and landscaping; and more housing and appealing retail and community services. The result will be a safer, more functional, and more attractive neighborhood.

COS Blueprint Outreach

In an effort to involve communities in long-term planning for the Sacramento Region, the Sacramento Area Council of Governments (SACOG) conducted community Workshops for the Blueprint Transportation/Land Use Study throughout the region during 2003, culminating in the Tall Order Conference in April 2004. At these workshops, SACOG received input from local residents and addressed different Scenarios for growth planning with the use of the interactive PLACE3Ss GIS computer program.
