Air Quality, Transportation and Climate Change Committee

The Environmental Council of Sacramento supports policies and projects that will restore healthful air quality in the Sacramento region, achieve compliance with state and federal air quality standards at the earliest possible date, and reduce emissions of greenhouse gases. ECOS believes that the best way to accomplish these goals is through an efficient public transportation system:

The Environmental Council of Sacramento supports transportation policy and systems that:

  • Minimize the impacts on and use of land, airspace and waterways;
  • Minimize the consumption of limited resources, including fuel, and reduce pollutant emissions and noise;
  • Provide everyone with pedestrian, bicycle and transit access to jobs, shopping, services and recreation;
  • Provide adequate and efficient goods movement and substitute local goods for those requiring long distance movement, where feasible;
  • Encourage land uses that minimize travel requirements;
  • Protect and strengthen local communities, towns and urban centers from the corrosive effects of traffic, and promote equal opportunity;
  • Eliminate transportation subsidies which handicap achievement of the above goals; and,
    Ensure vigorous and effective public participation in transportation planning.

The Environmental Council of Sacramento supports policies and projects that restore healthful air quality in the Sacramento region and achieve compliance with state and federal air quality standards at the earliest possible date.

The Environmental Council of Sacramento supports land use policies that:

  • Take advantage of existing community assets by accommodating additional growth in already developed areas. Promote infill development.
  • Foster walkable, close-knit neighborhoods through a system of fully connected streets, pedestrian paths and bicycle routes.
  • Promote distinctive, attractive communities of distinguished design that create a strong sense of place.
  • Mix land uses either vertically or at the appropriate scale horizontally within projects to create vibrant urban places
  • Promote rehabilitation and use of historic buildings
  • Promote distinguished design of the "public realm" that emphasizes a pedestrian and ecological focus.
  • Promote social equity in residential , commercial, recreational and transportation usage.
  • Create a range of housing opportunities and choices with a diversity of affordable housing options.
  • Provide and strengthen a variety of transportation choices that promote walking, bicycling, and public transit usage.
  • Support appropriate and safe reuse of brownfields
  • Preserve open space, farmland, natural beauty, and critical environmental areas within the urban environment and on the urban edge.
  • Discourage all projects that reinforce urban sprawl with its costly infrastructure, excess vehicle usage, environmental degradation, social isolation, and public transit inefficiency
